Bipartisan Budget Act 824: Wage Authorization Paper Form Redesign
September 2016 – May 2017
Users: Members of the Public and Internal SSA Claims Representatives
Project Background
The SSA BBA 824: Authorization to obtain data from payroll providers. SSA used a third party web site to verify wage data for members of the public. The agency would verify the wage data and through a manual batch process, transcribe it into backend systems.
The Bipartisan Budget Act of 2015 included a provision that allowed SSA to have an electronic data exchange with payroll data providers (with the individual’s authorization) to be able to use it to determine eligibility and payment. Requesting and obtaining the wage data electronically allowed the agency to make timelier and more accurate retirement and disability determinations, increasing customer satisfaction.
